Welcome! Founded in 2004, the Early Childhood Partnership of Adams County (ECPAC) is a coalition of public and private agencies working together to improve coordination and enhance capacity of services for young children and their families.

With the passage of House Bill 1062 in 2007, ECPAC became one of 31 state-funded local early childhood councils in Colorado. These entities are recognized by the state of Colorado as local coordinators of state initiatives related to early childhood systems, and receive funding and technical assistance to accomplish mutual state and local objectives.



ECPAC's purpose:
  • Improve school readiness
  • Increase the quality of early childhood care and education
  • Increase availability and affordability of quality child care
  • Provide stronger advocacy at the local, state and federal levels
  • Position Adams County to take advantage of federal, state and local funding opportunities
